Mykhaylenko M.V. Three-tier integration as an option for further EU enlargement: the case of the Union for the Mediterranean

The article examines the opportunities for future EU enlargement through new formats based on the concept developed in the first half of the 1990s, which, however, acquires fresh spotlight under circumstances of crisis-plagued world and upheaval of Euro-skepticism. The study is focused on institutional evolution of the Barcelona Initiative leading to the gradual construction of the nowadays Union for the Mediterranean (UfM), a noticeable segment of the EU Neighborhood Policy. Modeled coeval to the Eastern Partnership (EaP), the UfM, providing room for acute cultural differences between members and thus being very different from the EaP, leaving out the Maastricht criterion, has accomplished some of the basic institutional tasks of integration in trade and civic society aspects. It seems that even within such an emulative framework the organization has evidenced similar effects to ordinary accession-driven processes.

The article ponders upon the potentially discriminative attitude towards Orthodox identity as a comparative impediment towards socioeconomic progress in 12 countries where such identity is believed to be shared by the majority, developed in political economists’ academic discourse. The current data provide no confident or decisive evidence for judgments of this kind. One might look at other sources for modern Orthodox nations’ relatively laggard development pattern.

Today, the strategic goal of the White House is to control the mechanisms of global governance including the European one. However, its main strategy has not always been like this. The beginning of the U.S. and European relations was characterized by the U.S. policy of isolationism which is outlined in the Monroe Doctrine. Further international challenges forced the U.S. government, despite some disapproval of the Americans, to join the European affairs. This shift eventually led to military, economic and security assistance to the countries of Europe. Modern global problems also require close U.S.-European cooperation, which is not always straightforward.

В новом тысячелетии международное сотрудничество переходит в эру глобализации, открывает для человечества не только новые, ранее невиданные возможности развития и качественного роста, но и новые угрозы, проблемы и глобальные конфликты. Поэтому нет сомнения, что перед человечеством объективной стала глобальная проблематика, повестка дня XXI века и неотложные проблемы глобальной организации мироустройства и приемлемого для всех государств системы глобального управления. Недопущение распространения международного противоборства между крупнейшими политическими игроками через продвижение сепаратистских и террористических тенденций должно стать приоритетом для международной системы коллективной безопасности, которая должна быть реформирована в соответствии с реалиями современных глобализационных процессов.
